Conversion of the paper Flood Insurance Rate Maps to the FEMA specified GIS spatial database format involves digital imagery, rectification, digitizing, spatial analysis, and automated hydrology and hydraulics. Most of all, it requires specialists in both GIS and floodplain engineering.

FEMA Letters of Map Change Processing

ICON is the only private firm authorized by FEMA to complete local LOMR & CLOMR evaluations. The ICON LOMC Review Process has been utilized for the approval of nearly 150 LOMRs/CLOMRs in the Denver Metro Area. The project was so successful, ICON was asked to standardize the review process so that other private firms can participate. ICON helped establish the framework for a similar program in Mecklenburg County, North Carolina, which hopes to become the second such FEMA sanctioned program in the nation.
